tile under cabinet?

We are building new, and installing avaire tile in a mud room. Should we lay the tile and then put an undersink cabinet on top or install the cabinet and tile up to it?

The base cabinets should be installed before the Avaire tile is installed. An exception would be a small vanity base with legs.

Why wouldn't you want to lay the tile under a vanity? Is there too much movement since the tiles are on a tray system which allows for flexability?
