Underlayment

Which is better underlayment?
I am installing underlayment over the particleboard subfloor. Then Quietwarmth pad and the tile in Kitchen application.
Should I use Cementboard or plywood/OSB?
I would prefer 1/4" underlayment height, but wonder if it would be stiff enough and can go up to 1/2".
